MILE CORE‑DEEP: Migration as a Lever for a Resilient, Competitive EU

The Jean Monnet project MILE CORE‑DEEP (“Migration as a Lever for the Competitiveness and Resilience of the European Single Market”) reframes migration from a demographic stop‑gap into a strategic asset for Europe’s long‑term growth, social cohesion and political resilience. Coordinated by Université Jean Moulin Lyon 3 within the AIME alliance and selected as the only winner of the EU’s Jean Monnet “Political Debates in Europe” call, the project is awarded €1 million.

Why it matters?
 
As the 2024 Draghi Report underlines, the EU faces demographic decline, labour shortages and weak productivity growth, with acute skills gaps in strategic sectors (health, digital, engineering, green transition). At the same time, migration governance remains fragmented: the ICMPD identifies 294 different legal labour pathways across the 27 Member States, weakening the Single Market and Europe’s attractiveness for talent.
 
Objectives and scope:
 
Against this backdrop, MILE CORE‑DEEP analyses migration as a lever for the competitiveness and resilience of the EU Single Market. It focuses on the demographic, economic, political and educational challenges linked to migration, aiming to produce robust analyses and policy recommendations and to create spaces for dialogue among public decision‑makers, researchers and civil society actors.
 
Consortium and activities:
 
The project unites universities across Europe (Algarve-Portugal, Antwerp-Belgium, Athens-Greece, Bucharest-Romania, Catania-Italy, Galatasaray-Türkiye, Balearic Islands-Spain, Insubria-Italy, Piraeus-Greece, Murcia-Spain, Warsaw-Poland, Zadar-Croatia), many via the AIME alliance. It will deliver comparative research, teaching modules, policy labs, conferences and summer schools to support evidence‑based, less polarised migration policymaking and a more resilient, competitive Single Market.
